April is the northwestern-most county in Ikhil. Like most everywhere else in the region, it consists of mostly farmland. A single small town, April County Seat, is located roughly in the center of it. Roads run from that town north to a river crossing leading to Barston, south to Edna County Seat, and east to Bea County Seat. The rest of the county is connected through small right-of-ways that the county owns between the plantations and small family farms, but that depend on their neighbors for maintenance.
April County Seat is home to a few hundred people and a few dozen shops, businesses, and government offices.
This building in the center of April County Seat hosts the county government. The Council of April has a small meeting room where they can deliberate in private and a large room where they can hold public meetings. The Office of Deeds and Contracts holds a collection of documents describing the exact borders of each parcel of privately-owned land and records of business tranaactions and also Council meeting minutes and pronoucements. The Office of Town Management manages leases for property within the town and collects rents. The Sheriff's Office houses the county sheriff and deputies, as well as a clerk for maintaining their records. The Intervener's Office keeps a schedule of when the Intervener has blessed each acre of the county and when it will next need to do so.
The Sleeping Porcupine is a public house next to April Hall. People who are passing through the area or are in need of temporary housing find shelter in rooms on its second floor. Its first floor contains the proprietor's quarters, a kitchen and a large common room where meals and beverages are served. Many of the townsfolk do not have their own kitchens, and thus often eat meals at the Porcupine.
Meals at the Porcupine are simple but delicious. At breakfast time they serve a gruel made of oats, milk, and whatever fruit is in season or can be preserved well for the off-season. At lunch they serve freshly baked bread and a perpetual stew that has supposedly been cooking for over a century. Every night's dinner is different, depending on what is available and inexpensive that day.
For the last twenty years or so, The Sleepy Porcupine has been owned and operated by Borromeo, a Human and daughter of the prior owner.
Constance's Supplies is a country store where one can find almost anything -- foodstuffs, fabric, tools, lumber, etc. It was opened fifteen years ago by Constance, a young widower.
A partnership between three surveyors, who are called whenever a piece of land is divided or sold, and rarely when there are disputes over property lines.
The Council of April consists of Caitlyn April, an elderly Human who owns about 18% of the land in the county, Veronica April, her neice, who owns about 14% of the land, and Theodora April, Veronica's younger sister, who owns about 7% of the land.
Borromeo owns the Sleepy Porcupine, while Constance owns Constance's Supplies.
